Application Process
Families interested in applying for our Housing Programs must complete an application specific to the program they wish to join, depending on the availability of the waiting list.
Applications can be submitted in person during our regular business hours
We have our public housing application available to download. If you are interested in another programs please reach out to us.
Public Housing (PH)
To qualify for our NON-SMOKING Public Housing apartments; you MUST be 62 years of age or older or a single person with a handicap or disability; currently receiving SSI or verifiable by your primary care doctor.
Be advised HAIC has a preference for the elderly (62 and older) for selection from the waiting list. The waiting period is approximately 3 to 6 years.
housing choice Voucher program (HCV Section 8)
There are five eligibility requirements for admission to Section 8:
- Has income within the income limits.
- Meets citizenship/eligible immigrant criteria.
- Provides documentation of Social Security Numbers.
- Sign consent authorization documents, in addition to the eligibility criteria.
- Families must also meet the Housing Authority of Island County screen criteria in order to be admitted to the Section 8 Program.
Veterans Affairs Supportive Housing (VASH)
HAIC has been awarded 39 VASH vouchers from HUD to serve homeless veterans. Applicants are referred to HAIC from the VA, and can only be referred from the VA. A separate waiting list will be maintained for referrals to this program. HAIC will only screen for two items, income and verification that the veteran is not a registered sex offender. These are the only two items that can disqualify a veteran.
Project based vouchers
HAIC will “Project Base” up to 15 vouchers for specific housing units. Those units are as follows:
8 units of Transitional Housing at Marjie’s House. All families at Marijie’s House are referred either by the Opportunity Council or CADA (Domestic Violence Agency).
7 units at Sunny View Village are provided for homeless families referred by the Opportunity Council only.
All families in Project Based Units will be required to have a case plan with a case manager from the referring agency and must be compliant with that case plan. All HUD regulations concerning project based vouchers apply.
Family Self Sufficiency Program (FSS)
HAIC provides Family Self-Sufficiency Services to current Section 8 Housing Choice Voucher recipients. The objective of the FSS program is to reduce the dependency of low-income families on welfare assistance, Section 8 housing assistance, and other federal, state, and local subsidies.
The FSS program links participants to high-quality, comprehensive supportive services including education, job training, counseling, and other forms of social service assistance necessary to achieve self-sufficiency. A successful FSS program in Island County will enhance the standard of living and self-esteem of the participants as they become more productive members of the community and are no longer dependent on government assistance.
